Can AI help with health and safety risk assessments?
Short answer
Yes, as a first draft. AI can list likely hazards for a job, suggest controls and lay out a risk assessment or method statement. But the law cares about what you actually do on site. HSE says employers must identify hazards, assess the risks and control them; if you employ five or more people, you must record the significant findings.
What HSE requires
Under the Management of Health and Safety at Work Regulations 1999, HSE says the minimum is to:
- identify what could cause injury or illness (hazards),
- decide how likely harm is and how serious it could be (risk), and
- remove the hazard or, if you can't, control the risk.
HSE's steps are: identify hazards, assess the risks, control the risks, record your findings, and review the controls. With five or more employees you must write down the hazards, who might be harmed and what you're doing about it. If you're self-employed, HSE has a checker for whether the law applies to you.
How to use AI well
- Describe the job: the task, the site, who's there, the equipment and any materials.
- Ask for a draft in HSE's five-step format.
- Walk the site and correct it. Add hazards it missed (access, overhead cables, asbestos risk in older buildings, members of the public).
- Keep it short and specific. HSE says not to rely on paperwork; the controls must work in practice.
Starter prompt: "Draft a risk assessment for [task] at [type of property] using HSE's five steps. List hazards, who might be harmed, existing controls, further action, who does it and by when. Use British English and keep it to one page."

It can draft a risk assessment and method statement. You're responsible for checking it fits the job and that people follow it.
Is an AI-written risk assessment legally valid?
The law doesn't say who or what types it. What matters is that it's suitable and sufficient for the real risks and that you act on it.
